1998
CTMS Operating as Sole Proprietor
In the early days I was a contractor direct to MoTT on various electrical/ITS project. The very first project I wrote was the Lower Mainland Region Intelligent Transportation Telecommunication Plan, which involved thepurchase and testing of a SONET fibre network.
1998-2005
Expanding Transportation Solutions
From 1998-2005 I worked on many large infrastructure projects such as the Lions Gate Bridge Upgrade to Hwy 99 at Bridgeport Interchange, to Hwy 1/Hwy 19 Island Highway project. The designs were generally traffic signals, lighting and early days of ITS comm networks, signal coordination. CTMS became incorporated in 2005.
2005-2012
CTMS Expands Operating Across BC and Alberta
The next 7 years were a rapid expansion of services and staff with projects all across BC and Alberta. Notable large projects were the NE and NW Anthony Henday Interchanges and NE Stoney Trail, Howes St/Queensborough Interchage
2013-2019
The GNEC Years
CTMS merged in 2013 with GNEC (LCP Signal, Hayer Engineering and CTMS)
At a multi-disciplinary engineering firm, Colin was the Principal and managed BC Operations
2019-2024
Sale of GNEC to TWD
GNEC sold to TWD Technologies. Colin continued as an independent contractor, completing design and EOR responsibilities on many GNEC projects, including the New Fraser River Crossing Bridge.
2024-
CTMS Re-Opens
Colin’s non-compete clause ended in April 2024 at which time CTMS re-started marketing services to clients. Since then over 60 new projects ranging from small subdivision lighting, to Brewery Building electrical, Apartment Building Service Upgrade/EV Installation, Roadway arterial upgrades with new signals, small commercial buildings, signal coordination, pump stations power and controls and many other types have and are being worked on.

Electrical engineering services for service upgrades to existing apartments for EV installations with grant funding and staging support, power and control for pump stations. Existing service load studies, CEC load modelling, BC Hydro coordination, Financial/Grant Funding Options, Roadmap for Installation

End-to-end project support, including tendering, construction supervision, and project records management.
Testing & Commissioning
