Colin Commandeur, P.Eng. obtained his P.Eng. in 1998 and since then has worked exclusively in the Transportation Electrical / ITS Design Field across Canada
Colin had his start long ago in 1998 with then called PBA and Associates out of Victoria.
In 2000 Colin went on a walkabout and when he returned in 2001 Colin worked for year with AECOM

Then in 2002 Colin worked as a sole proprietor and was EOR for LCP Signal Management. In 2005 Colin incorporated CTMS Engineering.
In 2012 Colin and partners formed Great Northern Engineering Consultants. in 2019 GNEC was sold to TWD Technologies.
A 5 year non-compete clause with TWD ends April 2024, hence at this time Colin has re-iniated his earlier company which was kept active to pursue his own corporate identity once again and entrepreneurial life style.

I give credit to the excellent electrical contractors I have dealt with over the years, I owe alot of my knowledge and experience to their construction wisdom, also the many disciplines who design and the civil roads and utility infrastructure. Eveyone has ideas and solutions that a seasoned professional like myself sometimes didn't see it or think of it at the time. Ultimately, my measure of success is meeting the goal of the clients for providing what was needed on time and cost effectively and having them trust me when they ask for something or a problem comes up, having a solution quickly and accurately with minimum impact on construction schedule or costs.

To date I've lost count on the hundreds of small to medium size lighting, traffic signal and miscellaneous industrial building electrical and small pump station projects. I am currently finishing my role on the New Fraser River Bridge in New Westminster as the EOR and discipline lead for all electrical, ITS and Dry Utility relocations.
Small to medium projects as an engineer you can design them generally quickly and see the results in a year to two years which is great.
I also do enjoy design builds on large public infrastructure projects as they offer a rare opportunity to work on large infrastructure projects that have unique challenges. These provide learning opportunities and interaction with various disciplines and professionals from around the globe that doesn't happen all that often.

As a firm believer in climate change as being driven by human activities and not on the time scale of the earth's historical temperature fluctuations, I focus on what can be done in the design to help support climate change goals. When it comes to Traffic Signal Designs and the Signal Timings that get programmed into traffic controllers, I make an effort, even if I had not come up with the signal phasing/operation and timings to flag and raise where I believe the operation of the signal could be made overall more efficient through simple changes that would not impact the construction cost. Many times, simple changes in either or both of signal phasing/operation or signalized controller programming functions can optimize how the traffic signal works for motorists to minimize, stopped time and the resultant carbon emissions that result from inefficient signal operations
I've worked on dozens of various pump stations, from small sanitary lift to water booster, water reservoir, PRV on all aspects main BCH service, MCC, controls and instrumentation and SCADA
Over 25 years, we have prepared design packages from small 2 Lot subdivision projects to arterial widening projects of several kilometres to large design build P3 projects that involved tens of kilometres of lighting, interchanges, traffic signals, ITS conduits, wireless communications. We work collaboratively within the design teams, leveraging a firm understanding of the constructability of what works and how to design and illustrate this on drawings so it is clear and concise.
